Citizen participation is a core value and a basis in community building. This study has intended to develop a citizen participation model (CPM) for community building. To reach this goal, this study employed focus group interview (FGI) to collect data related to factors and indicators of citizen participation, and developed a CPM and applied the CPM to Jangsu Vaillge in Sungbuk-Gu, Seoul City, and derived several remarks through contents analysis.
As a result, this study has developed the CPM composed of four core processes: 1) community awareness and relationship building, 2) project excavation and organizational preparation, 3) implementation of action plan, and 4) performance measurement. The model includes feedback process while 16 factors of citizen participation for community building work together organically with intermediate support organizations and administration. The application of the model to Jangsu Village has led the following results : 1) citizen participation requires continuous communication and cooperation with experts, activists, supporting organization, and government, 2) citizen participation has made positive impacts on reinforcing community awareness and relationship building in terms of feedback system as a cyclic mechanism, 3) citizen participation needs to be both a basis and a goal of community building.
Therefore, it is necessary to design citizen participation processes for community building in a detailed and technical manner.
