Today, Korea’s public library faces various problems, and the UK public library has sought ways to respond to these problems. The purpose of this study is to analyze and consider the policies, strategies, and directions that are corresponded to the aspects of the operation and spatial design of UK public libraries. Therefore, this study is meaningful at the point of exploring spatial planning countermeasures to solve Korea’s public library challenges. To this end, Chapter 2 presents the public library’s role and aim by researching and analyzing the UK government’s public library policy report in 2013-17. In chapter 3, the public library’s role and aim presented in chapter 2 and the relationship between the design principles of ‘21st-century library design’, ‘accessibility’, ‘connectivity’ and ‘flexibility’, are derived in the direction of spatial planning. The results are summarized as follows. ‘Accessibility’: 1) emphasizing the concept of place to open and connect shared spaces, 2) diversifying approach to provide specialized services for local communities, 3) realizing user-friendly spaces to provide casual and enjoyable experience services. ‘Connectivity’: 1) provides a function in the middle area for the Utilization of Shared Space, 2) provides a vertically open space for direct spatial information perception, 3) provides a digital device and face-to-face service space to provide user-customized information. ‘Flexibility’: 1) zoning space by age group and division for space corresponding to the user’s purpose, 2) future-oriented space applying digital technology, flexible to time-based behavior for Flexible Activity Programs. The design method of the UK public library space plan reflecting the policy can be used as the basic data to show the direction for Korea’s public library space plan.
