This study focuses on minimizing the environmental and social impacts of the offshore wind farms. Denmark, which has operated offshore wind turbines since 1991, organized a planning committee to select optimal locations, and developed a one-stop-shop concept to efficiently proceed with the offshore wind licensing process. In addition, the Danish Fisheries Association (DFPO) negotiates with operators on behalf of fishermen, and finds solutions to reduce negative impacts besides financial compensation. The following policy points are suggested by examining the case of Denmark, where the government is leading offshore wind farm projects. 1. Select a dedicated agency or establish a planning committee to designate optimal sites for offshore wind farms. 2. Establish a consensus on offshore wind development at the political party and national level as well as offshore wind farm plans in a phased manner. 3. Receive the opinions of main stakeholder (fishermen) and enact legislation that allows operators and stakeholders to exchange opinions at an early stage.
