This study was conducted to investigate local residents' recognition on offshore wind farm construction and drawing implications. The survey questionnaire used in this research was conducted in order to find an approach method that could improve receptivity. The survey result first showed that local residents expect positive economic effects from offshore wind farms. Secondly, it was discovered that the decision-making process was mainly conducted by the town's general assembly and leaders of the area. Thirdly, it was found that the existing national projects conducted in the area brought a high degree of negative effects. Fourthly, the local residents replied that they trusted the leaders of the area ( the town leader, the fishing village chief etc) and most of them followed the local civic group and the public officials within the district. Fifthly, there was no big difference between the recognition of offshore wind farms measured after the first announcement and the current one. However, the recognition between ones who approved and disapproved evolved into more diverse opinions after time had passed. Last of all, collective (community indemnification), medium & long term indemnification and direct indemnification (in cash) had a higher preference towards the construction of offshore wind farms. The most important thing was that conduction commonly required the minimization of damage to fisherman and conflict within the area. However, in Gochange, people were also interested in minimizing the damage of natural landscapes and water pollution. The above results showed a significant difference among regions and it was found that there was a meaningful difference among occupations. In short, the offshore wind turbine was expected to bring no positive changes to local residents, but for regions that showed high preference, further research on differential effect analysis and promotion strategies is required. Also, more efforts are needed to strengthen the partnership between area leaders, while various indemnification plans must be prepared. In addition, the fact that there is no difference in changes of recognition shows that other approach strategies must be searched in the meantime. Last of all, persuading local residents, building partnership between them, and understanding of local public officials are required.
