This study analyzes economic effects of provincial government expenditure on small local governments through a case study for the Kyungbuk Province. For this purpose, we build simple dynamic macro model, composed of macro variables such as GRDP, private consumption, fixed capital investment, inventory investment, government spending(consumption, investment), net export and regional exchange. It is estimated that the increased spending of Kyungbuk province by 100.0 billion won in 2010 increases the GRDP of Kyungbuk province by 147.0 billion won in 2010, by 17.0 billion won in 2011, and by - 50.0 billion won in 2012. It is also found that GRDP ratios of small local governments to Kyungbuk province have positive relations with population and land shares of small local governments, but negative relation with agriculture and farm land shares. Estimated GRDP allocation ratios of each small local governments by the increased spending of 100.0 billion won of Kyungbuk province in 2010 are 32.6% for Kumi, 22.3% for Pohang, 8.4% for Kyungju, and 6.0% for Kyungsan, among others.
