According to the Ministry of Ocean and Fisheries there are 989 designated fishing ports in Korea. According to the Agriculture, forestry and fishery research report for in 2014, in last 15 years, fisheries population has shrunk from 251,349 to 147,330. Also, the age of the fishery became older. In the reality of fishing villages, The “Special act on the improvement of fishers and farmers in the quality of life and promotion of farming and fishing communities area development" takes effect on 2015 for improving education conditions and promoting the comprehensive and systematic development of farming and fishing communities. Fishing policy and research aimed at improving the quality of life has continued, but the aging population and a lack of new income source are not improved yet. Nowadays, fishing villages and fishery ports are facing a great risk from Free trade agreement with other countries aging population, or decrease fish resources. This study suggests that a quality of subsistence fishers can be improved through outcomes from a site survey from fishers, the fisheries cooperative union and coast guards.
