Paying an attention to the fact that ‘the Gwangju Region Development Project’ or ‘the Secondary Cities Regional Project’ in Korea was one of the ten initial projects of site and services implemented in developing countries by the World Bank during the 1970s, this study examines the characteristics of the site and services project applied to Korea as compared to those universally implemented in developing countries. In physical terms, the Korean way of transformation of site and services project was characterized by the government-initiated construction of houses of nearly completed form, different from the self-housing scheme in which houses were built progressively based on households’ labor force. This characteristic is largely attributed to Korea’s climate which requires house structure to prepare for cold winter weather, in comparison to the developing countries located in tropical and sub-tropical zones. In economic terms, the cost increase resulted from provision of nearly completed houses were mitigated by housing finance offered by the Korean government, independent of the World Bank’s loan, as well as the cross-subsidy scheme by which the supply price of plot was in proportion to the size of plot. Consequently, both goals of site and services projects, affordability of the lowest income households and cost recovery of project, were simultaneously achieved.
