The main purpose of this paper is to examine the reasons for the gap between Korean college students’ lack of summarizing ability and achievement criteria in the 2007 and 2009 Revised National Curriculum. Reasons for the lack of opportunities to summarize and the lack of summarizing ability are examined with consideration for curriculum and students’ perception toward summarization, relying on qualitative research method. Methodologically, in-depth semi-structured interviews were employed, supplemented by short open-ended questions. All the data were recorded, transcribed, and analyzed based on the grounded theory. The study revealed that students have not practiced summarization, thus leading to lack of summarizing ability. Also, this study indicated that students perceived their lack of summarizing activities because they did not paraphrase, they did not write a full summary essay, and they did not write an essay. In addition, as most writing activities in the textbook were controlled writing activities, students thought their lack of a chance to practice summarizing essays in junior high and high school, along with their concern with the exam and the CSAT. Based on these results, it was suggested that a teachers’ manual for using writing activities in the textbook and for helping students achieve criteria in the national curriculum should be published.
